my question to this software is if i already see the radar stations at the first use while driving around or if i first have to tag stations myself to be "linked" with other users.

and do i only see the stations which were tagged by "my tag friends" and "their linked friends" or if i see all stations that are already be tagged?

You'll get tags even if you do not participate.
But some users are doing mistakes, for instance mixing the buttons, taking every grey box for a speed camera, or, more often, pressing their button before they cross the speed camera (they press "1" as soon as they SEE the speed camera, instead of when the CROSS the speed camera). By participating, you create trust links with people that tag like you and get therefore more reliable information. And you help the system to exclude bad taggers that decreases the quality of the information.
